About x86 Modern UI E-mail client.

Is there any mail client that is able to support change text encodings and able to modern UI mode?

I am Japanese and I want to change my mail's encodings.(Because japan has many text encodings.)
Mozilla's Thunderbird is a very good mail client. But, it is not able to use at modern UI mode. It only support Desktop mode.

Have you added the Japanese language pack? Language packs - Microsoft Windows

I would think that the Windows 8 Mail app would support Japanese if you have added it.

You can't click on links in mails tho. Better to look for something else perhaps.

Yes, but I also use another language(Chinese/Korean). So, another language pack is already installed. So, I want to use application level support.

In that case, you'll probably need to use a desktop client such as Outlook. Eventually, there will be support for the modern UI in Outlook, since Office will support it; however, nobody knows when this will happen.
