Why there is no Data toggle option in action center?? lumia 928 it is

Go to Settings / System / Notifications & Actions

Then Quick Actions / Choose your Quick Actions

There you can assign the cellular data toggle button. Tap on the one you want to change. It'll bring up a list of assignable Quick Actions.

the celluler / mobile data option is not available there how to get that??

Cell/Mobile Data is not available as an action in notifications. It is not "user-creatable" . . .
