After all the new driver installs, Windows Updates and the SFC not fixed I still have ransomware

I have done everything possible in the world to fix my this computer, installed new drivers got New up to the minute Updates, Did a Windows Upgrade, the best AntiVirus, an Antilogger and as soon as I boot it up it goes back to reverting changes, I even used the MS Scan fix but because this person hacked me and has done it disguised as Microsoft I guess there is no hope, I am just stuck with someone else being in control of my computer because I refused to pay them $300, anyone got the knowing to help me out please.
