After factory reset, settings menu disappeared.

I recently had to do a hard reset on my Lumia 928 for WP10 and I have tried resetting it about 4 times and everytime it boots back up, everything is missing. It's like it doesn't load all the hardware.
Most importantly, the settings menu is gone. I have no way of accessing settings.
How do I get all the default apps and hardware back?
Why is the factory reset not working right?

Next time you hard reset make sure you setup a wireless connection in the setup at startup. Then if settings, store and other apps aren't present just relax they usually get installed in moments as long as u r connected. Don't know if it will work without a network connection.
