Airplane Mode won't turn off WP 8.1

I just upgraded my 1520 to 8.1 on ATT and now the airplane mode won't turn off, if I try to turn on the network or turn off airplane mode it flips back and forth real fast and the phone gets super hot. I've tried rebooting and a soft reset. What are my options?

Hard reset is the only solution:\

If that didn't work then your phone is faulty:/ need technical service

Try roll back with Nokia software tool and upgrade back to 8.1

This is not a hardware issue. It's a problem with the 8.1/Cyan firmware. I have the same problem on my 1520.3 and can't get it working. Everything works fine on 8.0 (reverted with the Software Recovery Tool).
