I use 627am for my alarms The choices I like are more soothing but loud enough to wake me up, or remind me. .

On mine, Alarm volume is tied to Ringer + Notifications but muting Ringer + Notifications does not mute the alarm.

ie. If I drag the Ringer + Notifications volume to 0, the alarm is muted, but if I mute the Ringer + Notifications without dragging the bar, the alarm is not muted (even though the bar still goes to 0)

A little odd as there is no way to check whether Ringer + Notifications is muted or turned all the way down.

Though it's badly implemented it's not impossible to check exactly this: press the vibrate icon next to 'Ringer and Notifications' volume when it's on on vibrate. If it toggles to a volume level, then your alarm should ring in exactly this level. If the volume doesn't toggle when you hit the vibrate icon, then it was slid to 0 and you won't hear the alarm.

Edit: Okay, the alarm doesn't have the volume, your 'Ringer & Notifications' previously had...wow...that's really bad. Still can't decide to fully switch to WP8.1 from Android. Everyone is hating Android for being "unreliable", when, infact, WP is... rly:
