Am Big Fan of Cortana but I don't have Hey Cortana on my Lumia 640 LTE, Denim Version. How can I get it?

Am Big Fan of Cortana, But i dont have "Hey Cortana" in my Lumia 640 LTE, Denim Version,

Windows 8.1 Update 2
Am Indian, But Located in Maldives.
Cant download Keyboard Language, Speech Language
If i try to download it says Tap to retry,
i cant check update also.
Please Help

For what I know, "Hey Cortana" needs Snapdragon 800+. I'm almost sure your phone's cpu is a 400 or a 210.

Maybe 400, I think.
and what about my Keyboard Language, I cant download any Keyboard or 'Check Phone Update.
I check with various fast WIFI conectivity, checking phone date times. But "I Cant"

Are you saying about Hey Cortana or you don't have Cortana on your phone
