Amber/GDR 2 Availability

So, I've got an unlocked/unbranded Lumia 920, that's being used in Bosnia and Herzegovina and the region is set to the UK.
According to the nokia support page, the update is available in both BiH and Austria, but I can't get it (yes, I checked manually), and I've tried changing the region, but nada.
So does anyone know what could be the cause ?

It doesn't matter the region you have in your cell what it's important what region your cell is...

Well the update is available in the region in which I'm currently situated.

It says 000-DE, that stands for non carrier German device.

So there is where you have to look in the German country variant of your phone

Hmm. interesting, must have been imported from Germany to Austria.
