Since at&t has the lumia 920 and Verizon the 928. Will at&t have a counterpart to this phone for possibly the same price or a least a factory unlocked version?

unlikely. I think the 521 is an exclusive. You could always purchase an unlocked 520 from Expansys or other retailers for a bit more, or buy the 521 outright and have T-Mobile unlock it (an official response says they cannot unlock devices till after a few days of official release, meaning around the 26th seeing as its released on T-Mobile today)

The only thing I dont like is that it's 3G, while the t mobile exclusive is 4G.

Well, the 521 doesn't have LTE, it has HSPA. Speeds are pretty good, but I think the 520 also has HSPA for AT&T's bands.
