Any thoughts on the best photo editing programs?

I'm really wanting to take photos and enhance them. red eye and contrast etc.. I need to add word art and/or text boxes, arrows etc to the images.
What is the most useful and least expensive program for these tasks?

Desktop, mobile, what?

Desktop: (Software I use currently)
1) GIMP [Free, Open-Source]
2) Paint.NET [Free, Closed-Source]
3) Serif PhotoPlus x8 [Roughly $100, closed source]

Desktop: (Other Options)
1) Corel PaintShop Pro

Any good options for mobile? There are a ton of filter/crop/border style image apps, but I can't find any for making up a photo with text, arrows, etc.

Photo Marker may be what you're wanting. It's one of my go-to apps for such things. To me it's worth the $1.99 Pro version.
