If you tried hard reset and still can't upgrade. The only solution will be to downgrade to 8.1 and from there to the latest build preview.

I've never seen any Hard reset success for this build ...all who had done say it was useless !!

Downgrading to 8.1 with Windows Phone Recover Tool is and has always been the only option for progressing from 10080.
