We've got Kids Corner but that's more like pre-setting restrictions on the phone beforehand.

Have you looked into Kid's Corner which is a built in feature on WP8? This will allow kids to play on games etc, but restricts things like deleting your email or Texts, or being able to browse to any website on the internet, or purchase apps without a PIN etc. I don't believe it monitors any activity, it works by restricting childrens access to certain features in the first place.
