No details as far as the purpose in Windows update. I am on the Insider Fast track build, FWIW. It was a pretty long install with a minute long pause with no lights, no display in the middle. A little scary...

Yes. Yes, indeed. All is better. I am scrolling like a maniac, playing a video in Edge on Youtube AND facebook, wait for it, NO FLICKER!!!

Seems it was a pretty serious update. More to come if things go bad. Going to restart again, start using Edge again and report back any glitches.

Yes. I just got it. "System Firmware Update - 11/2/2015"
Edit: I am on RTM, not an Insider Build.

AWESOME! This firmware update looks to be the key to fixing the most of our problems! I also notice that the Intel Skylark HD 520 drivers were updated to 10/27 date, so it looks like this was the firmware update we've been waiting for!

things I'm noting fixed:

Screen doesn't crash when videos are played in Edge browser.
Screen doesn't crash when tablet is detached from laptop base.
Tablet mode works correctly when "Don't ask and always switch" is enabled.

Things still broken:
Touchpad (sometimes) not detected on boot.

I just installed it. Edge works much better, even on Windows Central!

I'll have to give it a few hours to see whether I have any more BSODs. (I had three yesterday, so if I can go the rest of the day without any, that's a good sign that they've fixed some of those issues.)

Just updated mine. Did about 4-5 restarts, so be patient. I wasn't really using Edge as the last time my Chrome bookmarks would always be synced in reverse order (and no adblock). May give it a try again now.

Official release notes have been posted: Microsoft Surface Book update history | Surface firmware updates

HD Graphics 520 driver update (v20.19.15.4308) addresses some display issues, including some scenarios that result in screen flickering.
•Display audio driver update (v8.20.0.659) supports compatibility with the updated graphics driver.
•Surface Embedded Controller Firmware update (v88.855.257.0) improves system stability.
•Surface System Aggregator Firmware update (v88.853.258.0) improves the keyboard and trackpad experience.
•Surface Pen Settings driver (v10.0.302.0) adds support for future functionality on Windows 10.

Noticed I had to do a second restart for Windows Hello to work properly after the update, but so far so good.

People on reddit still having crashes. I guess his means I an in the no problems group now? Ack. But still using Edge. Still no flicker, still no driver restarts. Don't have the nerve to turn on Hyper-V. Things would have popped up by now.

Yeah, a friend of mine had a crash with this new firmware update when putting the laptop into sleep mode and resuming.
Other than that, I haven't had any crashes or BSODs or screen flicker.
Time will tell. Still wish they squished the touchpad bug...

Had the driver restart error twice after resume. Bummer. But, still better than the flickering mess and massive power drains.

This update fixed some of my issues like the screen flicker but not all. Edge is still pretty much garbage on most most forums I type on.
