Windows Phone Development Limitations

I'm a developer (although never developed for a phone before) considering embarking on creating an app initially just for personal use.

I get so many robo calls now, I'd like an app that would simply block all calls that come from numbers not in my contacts.

Is there anybody familiar with windows phone development that can confirm whether the logic of such an app is achievable. Does Microsoft grant developers access to the phone's contacts and numbers and can a call be intercepted, compared to the contacts and potentially blocked even before the phone rings?
