Anyway to manage Edge Favorites?

My Edge favorites are a mess. Somehow during whatever merging process and probably sync with other machines have caused my browser to multiple folders.

For example

Food and Drink
Food and Drink
Food and Drink

And while it would be great if they were the same and I could simply delete two, they are different and I want to merge them.

Is there any tool that can help?

I would write a program to do this but I am afraid that MS is using some database/indexing method that will screw me up even further.

Anyone have any insights?

Once you have located them as files, you should be able to shuffle them as you wish.
