App and in-app purchases not possible in Windows 10 Store.

Hey guys!

I have the problem since the release of Windows 10 that I am unable to make any purchases whatsoever on my desktop.
I tried wsreset and to re-register all apps, created a new user profile and several clean installs but the problem keeps appearing again and again after some time.

Today, after I installed build 10586 freshly and all the app updates were finished, I had to restart Windows because of a cumulative update and this error is now back again.

Does anyone have an idea what I could do about this?

I got the answer by myself.
Strangely, if one enables the option "do not save encrypted sites on disk" (translated from German) in Internet Explorer under Internet Options > Advanced then this affects the Store too so that purchases get prevented.

I tried this out on a local account and my Microsoft account and every time I enable this option I am also unable to buy something in the Windows Store.
