Apps can now access Video files stored on SD card?

I think this was previously announced prior to the release of WP8.1. I've heard around that videos from the SD card couldn't be accessed from non-vendor apps. I downloaded Pocket File Manager today and to my surprise the videos now show up and play . Is this a new WP8.1 feature?

I had my movies on my sd card and would watch them on my 1520, before and after the update.

pocket file manager is a paid app.so have another choice to access file manager?

Try Aerize explorer...it's free and quite good....
