The developer gets to set their terms if they will want to monetize their app through ads or one time payment fee or subscription fee

Demand on the platform is another reason why some apps that are free on Android are paid apps on WP.

You have possibly over 500 million Android users versus maybe 30 million Windows Phone users.

Not all Android apps are free, not all WP apps are paid, and there are WP apps with demo or free with ads versions.
