Some are like that because Dev felt it was necessary to collect money up front to make the app on WP worth their time.

Demand on the platform is another reason why some apps that are free on Android are paid apps on WP.

You have possibly over 500 million Android users versus maybe 30 million Windows Phone users.

Not all Android apps are free, not all WP apps are paid, and there are WP apps with demo or free with ads versions.
