Arabic and Azerbaijan keyboard added automatically! Why?

Arabic and Azerbaijan keyboard added automatically!

Hi. I have Lumia 640 XL Dual. The phone language is English US and keyboard language is English US and Persian but whenever I turn off device and then turn it on, Arabic and Azeri (Azerbaijan) will be added automatically to keyboard!
Why?
Windows phone 8.1 update 2
OS Version: 8.10.15148.160

Goto settings->keyboard
long press on language you don't want and choose remove
