Are Windows 8.1 Skype notifications buggy?

I rarely use Metro on PC, almost always I'm in desktop. I don't notice any Skype notifications. I'll see a got Skype message a couple hours later when I grab my phone.

In there something buggy with Skype that I don't get notifications when I'm on PC in desktop? Are there some settings I need to change?

I've only used Skype for a few calls on my Lumia. Haven't tried it out on my Surface yet.

I think Metro is buggy. The only one I like is desktop and mobile. Mobile has improved drastically! I get calls instantly on 3G. Very impressed with HD call quality.

I really don't use Skype for calls, I just use the messenger feature. But I never get alerts when I'm using PC. I typically don't bother looking at my phone when I'm on PC.
