AT&T Push of Windows 10 to L830

From what I have seen, Microsoft as of Windows 10, will be pushing the updates itself, similar to Apple with iOS. While this is great news, not everyone will be entitled to it. First, the carrier has to officially put your phone on Windows 10. Once it is on Windows 10, the updates will be pushed by MS. The carriers can only update their apps as in having a small say in the update push. I hope this is true, because I'd hate not getting it on my 830 or my wife on her 1520.
