Australian home user windows 10 settings can't be accessed

When I press the windows icon I can see the settings icon, but can't click on it (I am using a PC). The same happens if I click on the date and time- I can't get to the date and time settings. The windows key + I doesn't do anything at all and pressing the little comment icon also lets me see a settings button, but I can't click it - help please
