Background Tasks issue

I have the Gleek twitter app installed on my phone and I have toast notifications and live tiles turned on within the app. But when I never get any toast notification or live tile update for the app. I checked the Background Tasks menu in the settings app and all my apps were turned to "off". I checked the "turn on background tasks the next time I open this app, etc" checkbox for Gleek, but it still remains off even when I open the app.
I just used Gleek as an example here, this is the case for all my third party apps. The only third party app that gives me toast notifications and updates my live tile is WhatsApp, for some reason.

Help with this issue would be much appreciated.

all ii can think off is:

- try a reset on the phone / battery pull ( NOT a hard reset )
- try to Uninstall the app then re-instal

Soft reset didn't work, but I just turned off and on the notifications within the app and it was fixed. All working well now. Thanks for the help
