Bad Install for 9879

For some reason seems like the 9879 did not install properly. I cannot open any of the modern apps. I cannot even open up the PC Settings nor the Windows store to attempt a reset of the OS. System restore also doesn't seem to help since this was an OS upgrade, any other ideas before i nuke the entire installation ?

Just nuke it..only way to be sure
