Can this charger be used with the Nokia 1520

Yes but don't expect it to be quick. You have less than 1A charging there. It's going to take some time to get to 100%.

Any reason why you want to use this charger? Looks old.

I you do not mind a long charging time yes.
The output is 5 Volt and 650mA.
The 1520 charger is I think normally 5 Volt and 1300 or 1500 mA so your charger is good but will be slow.

I did a quick check online on the model number pictured above. What I saw was this: $12.95 Travel Charger BNT-50650 AC Power Supply Charger Adapter - Free Shipping. If at all it is exactly the same as the one in the link, I'd not go for it since it's described as having a Mini USB port and not a Micro USB port. If, by any chance, it supports Micro USB, then I'll concur with the previous posts before me. Hope it helps.

ok so I picked up a 1.5 amp charger. My phone was ay 9 percent with the 1.5 charger it took 4 hours to reach 100 percent is that normal?

Sounds consistent with what I get with the stock charger.
