Battery not getting charged beyond 10%

Friends,

I bought my L720 in the month of May '13, from March starting this year battery started showing some issues......not being able to charge beyond 10% mark even when left plugged in.

Nokia Center told me this is some H/W glitch which will cost Rs 5,000/-, but I got the issue resolved locally for around Rs 1,800/- (IC replacement in motherboard).
However the issue of battery not getting charged beyond 10% still persists.

Question is 1. Am i done with battery?? does the battery has life of around 9-10 months?, anyway to check the potency or the life of battery left? (I am in between fair - heavy user, use IE10 for around 1 hour in total in a day, and IM+ for around 9 hours and fair bit of whatsapp)
2. Any other solution for getting battery charged beyond 10%?

When you say not charging beyond the 10% - how long do the phone manage to keep working with that 10%? Does it display charged full at 10%?
 
Phone just works for around half an hour or so.
No, the battery status in the battery icon too shows charge at around one tenth of full battery display.

Batteries should last well over that amount of time. I would expect at least two years usage, and probably more.

I would say your phone or battery is faulty (or it could be your charger, but I'm assuming you've tried charging from other usb souces). In Australia this would be covered by the mandatory Australian Consumer Guarantee and would need to be fixed or replaced by the manufacturer. I don't know what the rules are where you live, but I'd be trying to get Nokia to fix it. Batteries/phones should definitely last longer than yours has.
