On legacy BBOS7 and lower you indeed had to pay for BIS access, but that access pretty much included all BB net access.

But BB10 doesn't require BIS anymore, BBM is as free as any other messenger app.

ok. i wasn't aware of the fact about BB10.
but what's the market share for BB10 anyway?
it must be way to low as compared to WP, right?
they just covering it up. i think Google may have asked them not to develop anything supported in WP, in exchange of access to Android app store.

I think you are confusing with bEs. The enterprise system which is for business security on bb... Not needed for BBM. BBM has always been free on a bb (pending data connections) . Bb user for many years and continuing on bb10 currently. Yes I have a win8 Lumia, I am not closed minded as some and run two devices now.
I would LOVE BBM on this, the groups and channels options along with security are great things to have.

Is BBM better than Whatsapp? Because all my friends on Android and iOS are still stuck to Whatsapp. So just wondering.......

With FB buying Whatsapp I'm sure they saw BBM as no threat to them and taht's why they went ahead with the deal...Just my thoughts...

Well IMHO, facebook will sell all your personal data including your contact details etc.
Furthermore I do not like using my phone number on a platform (ie WhatsApp, Viber etc) that I do not trust, especially when BBM offers a secure, clean and better way to do what I want.

With BBM being a true xPlatform application, communication will become easier and with better quality.
