Bing weather , it also supports lock screen and is free.

Amazing Weather. Uses location flawlessly and updates live tile accurately. Also beautiful to look at. Lots of personalization options.

Right now, I think that Bing Weather is the best, but I'm interested in OneWeather (Weather+).

Amazing weather. +1. The only thing I don't like is it stops your music when you open it, since the animations act like a video. Great app though, tons of tile customization.
