It's Nokia X stuff. That shade of green is what's used for Nokia X ads etc.
But could also be the green version of the Lumia 1520 which Elop showed at //Build. Combinded with WP8.1 and Cyan.

Yup.. Patent fees, royalties.. Something along those lines. Not kidding, just do some research.
Take a look at these reports:
wrong wrong wrong, dont believe it, they use android to get customer to join windows phone 8 with launcher Z (aka windows phone 8 UI, android core), they waanted to attract customer to windows phone 8, but not earning. microsoft doesn't know it will gone wild like that, lots of user buy it, lots of money earned even it is cheaper than lumia 520
