BLU Win HD LTE keeps turning off and on and will not work properly. Please help

I received my BLU Win HD LTE today, and was trying to set it up. In the initial set up screens i tried to connect to my WiFi, but couldn't get the keyboard to open up to type my password in. I also cant get any of my apps to open, like messages, phone, photos, ect. Not only all that, but it keeps powering off and on. I don't know what to do. I tried resetting it, restoring it, and just tried giving it time. but nothing is working.

Sounds like a warranty replacement is in order. That is most definitely not cool if a reset doesn't solve the problem. Means 99% sure it is hardware.
