that is bcoz at the time of boot up, screen goes to high brightness and generally we have kept our phone brightness to low or auto mode.
thus screen goes very bright for a few moments.

Oh I know - but I make the mistake everytime when I need to boot in a dark room. Unfortunately, the screen doesn't give cool text info anymore like desktops do! So there's no point in checking the screen anymore anyway...
