BUG?: Developer Preview for 8.1 seems to have broken the ability to upload reframed images from Noki

This appears to be the case when you use best quality auto upload under wifi only. When you do it only uploads a duplicate picture of the original and not the reframed picture. This is NOT the case when "good" quality upload over any connection is checked in settings under photos...under that setting the reframed picture is uploaded. Anyone else experience and able to replicate. Frustrating because with 8.1 there is no ability to manually upload a picture to OneDrive to get it off the phone and onto my PC.
