Build 10136: Start screen wallpaper not applying

Is anyone else having an issue with selecting a new background image for their Start screen and then clicking Apply only for it to stay the same? I can't get it to apply an image to the Start screen. I have a 1520.

Also, performance is terrible. It takes a while for taps to register and for screens and apps to load.
