Build 10166 stuck on all apps list. Need Help.

I decided I would get Windows 10 on my Lumia 640 again last night. When the phone updated I was thrown in to the all apps list and could not get on to the start menu. The apps I had prior to the update do not show up and when I went in to the Store to check them out it says they are installed. I tried to revert back to Windows Phone 8 through the Windows Phone recovery tool but keep getting errors. A reset of the phone also didn't help. I don't really know what else to do.

Does anyone know what's the problem or how to fix it?

Which reset did you try?

Turned off the phone, turned it back on and held the volume down until the exclamation mark came up. Didn't stay for long and didn't seem to work.

Ok try the factory reset option.. Settings > about
