Im noticing that the lights on my bac,start and search buttons aren't always on when in using my phone.

Is this normal behaviour and what decides if they should be on or not?

When the phone detects bright light its automatically turned off.

Ok but light wasn't bright thats why I thought i'd check.

Or if your phone's running on battery saver (little heart on your battery sign, top right of screen) then it'll also turn off the lights
