can i buy staffpad now at the $49 for later use ? I don't have my surface 3 yet.

Yes, of course you can, just make sure you buy it with the same Microsoft Account you're going to use with your Surface 3. Any app or game purchases you make with a Microsoft Account are saved by that Microsoft Account so you can uninstall and reinstall as you desire.
