Can I hook up my wifes phone with wifi only?

Data conection question

My wife curranty has a dumb phone. I have ordered her a Nokia 630 this will be her first smart phone. As of yet she has not decided if she will stay with her currant cell phone network or move to an other one. (she is being stubborn ) So she has no data plan. Can I set up her phone as Normal with wifi etc with Mobile data Turned off.
So she can down load apps and receive updates use internet. Until she finally decides what she wants. I just do not want to get a big charge from her currant network for using data some how even when it is turned off. We live in Germany and she is on 02 network.

Yes, definitely, that shouldn't be a problem whatsoever - as long as data is off and stays off - I would recommend doing the setup without a sim in the device, setting up your WiFi network, doing any necessary updates, then putting the sim in whilst connecting to WiFi, and making sure it is turned off straight away.

She knows this upsets me she tell me wants a smartphone because all her friends and family use whatsapp so I order her one. But then she doesn't take my advice. On what do do with her data plan.Thanks for you answer but I think I will just wait for her to get off her ***.

For whatsapp you do need a sim card as it needs a number to register. But once it has then you can take the sim out and use whatsapp on WiFi

Whatsapp will still register with no sim, as long as the sim is still in the dumbphone to receive the confirmation text. Had to do this on Christmas day
