basically 640 comes with 8.1 OS and I've upgraded to windows 10 and now i wanted to enable call recorder for my phone

For some inane reason Microsoft hasn't enabled it for devices that didn't ship with 10.

You'd best look into a hardware solution that would intercept calls through the headset jack.
