If you are using Windows Phone, then yes, you can get driving directions with voice navigation without internet. You just need to download maps beforehand.

Although I don't have your model of Lumia, my L735 happily uses GPS without data.

However, the device seems to use the local cells to help locate me (reasonably accurately) it's not able to pick up a GPS signal. Using Here Maps, by the way.
