Can Microsoft band work in Southeast Asia (specifically Philippines)?

I'm not asking if it will come here to sell, but I'm asking if the services like the Microsoft band app will work here in my region. My dad's looking for sport watch and he's looking into Microsoft band. He also uses an iPhone.
