Can sms's that have been sent but not yet delivered to the recipient be deleted or cancelled?

can sms's that have been sent but not yet delivered to the recipient be deleted or cancelled

i sent sms's to a number but have not recieved the delivery report because the person's phone is still off. how do i cancell them from delivering before the other phone is switched off. i made sure that i do not have a posetive airtime balance, will this stop delivery

No to the first bit about "cancelling". The text wouldn't send if you had no credit or available texts.
