can't add a keyboard say preparing download....

yes because by default only english (US) keyboard and local regional language keyboard is available in wp. for any other language keyboard you will be requested to download it. good day

same problem :/ it is the worst bug for me. it makes me to rollback to wp8.1.

You can avoid the issue if you install the keyboard for your language for Windows 8.1 and update to Windows 10 after all.

I had the same issue (with speech and keyboard).
The reason was because I did a hard reset after installing Windows 10 mobile IP (which makes it a little smoother).
This solved it for me:
- After hard reset, reinstall the Windows Insider app from the store.
- Opt-in for "Insider Fast" again.
After that, both my keyboard and speech were able to download.

Also, after doing this, other configuration updates installed.
So I suppose, since it's an insider preview, it needs the Windows Insider app to configure it to be able to download updates. And the keyboard counts as a language update.

If I remember correctly in some previous build you had to wait for some time until those files are available for download. This may be case again.
