Can't Enable Cortana on Band 2 Running Insider Fast Ring on 950XL

I've now on my 4th Band 2 (batteries go dead), but I haven't been able to activate Cortana on the last two devices. I never seem to know if it is related to the current build on Insider Fast Ring or something I am not doing. Today, as I set up the 4th band, I am absolutely baffled by not being able to enable Cortana. It is, of course, greyed out and I have not maxed out the number of tiles. Is there anybody out there that knows if this is related to Fast Ring, or am I just missing something?

I am having issues with 1st gen Band on recent builds. I've tried it with an Icon and 830, reset Band, reinstalled app, unpaired (is that a word?). I can't attribute the problem to anything other than the OS update. If I figure anything out, I'll be sure to post. I'm going to use WDRT to roll back the 830 to 8.1, just to see if that works.
