Can't install update 1

I'm having a tough time trying to get the latest developer update on my Lumia 620. After downloading the update, the phone reboots and then gets stuck on the spinning gears screen for 30 minutes or more with no progress bar. The only way out is to downgrade to wp8.0 using care suite and then upgrade to the 8.1 preview. I did this three times and got the same results with both cyan and black update.

Take the SD card out while you're doing it. For some reason it stops things on the spinning cogs screen.
