Can't open or update+ info

I have windows phone 8.1 preview for developer.i cannot open extras+ info. I have a notification for update of it. but a error says "we are having trouble installing this application"I can't open or update it...

And I don't want to factory reset it

Try to turn on and off the device.
Check if the connection works well.
