Can't Post/reply to threads in Marketplace

I know my local count is low, but I more than meet the requirements for the Mobile Nations passport exception stated by James Falconer in the Marketplace Rules (more than 500 global posts, member for more than a year).
Would like to post a trade offer to try and get a WP8, but it seems I can't even reply to posts.

Can anyone fix this?
