Can't run Nokia Software Recovery Tool

Hi guys,

I meet all requirements for the Nokia Software Recovery Tool however I get the following error when running it:

I am running windows 8.1 and meet all requirements stated on the page I downloaded it from:

I have tried restarting, clean booting, with & without device connected, compatibility troubleshooting..

Anyone had similar issues or know of any workarounds?
