Why am i unable to install Lumia Software recovery Tool on Win 8.1

Can anybody assist me why am i unable to install the Lumia Software Recovery tool on my pc running windows 8.1 everytime i try to install it i get an error message 0x80091007- Hash value is not correct.

Have you tried the new Windows Device Recovery Tool? Not let me down. Also, it is the recommended system, as announced by MSFT
