CAN'T save photos from video in ALL videos

The options "save photo from video" and "Create a slow-motion video" are ONLY available in some videos when I touch the edit button on the photos app (version 16.722.10062.0)
It seams to be random, some videos are recorded holding the physical camera button, some others by touching the on-screen button, but is random, in some videos give you the options and in some others when you touch the edit button send you immediately to cut the video
WHY? And WHAT CAN I DO? O use the save photos from video feature a lot because of my work

are you saving videos to sd card? Try with internal storage and see if that makes a difference
Which phone model and OS version do you have?
